The document shows overall normal signs of wear. It's named to Obergefeiten Wilhelm Hagemann who served in the Stabskompanie Luftwaffe Bau Bataillon 20/III. This unit was formed in the winter of 1941/42. From 1943 onwards it operated in Italy.
The document is signed by General der Flieger Alfred Mahnke, wearer of the Deutsches Kreuz in Gold (July 1943) and he was the commander of Feldluftgau-Kommando XXVIII which was stationed in Milan, Italy.
