The tag or 'Erkennungsmarke' shows overall normal signs of wear. It belonged to a NCO/CO who served within the Stab Flak Regiment 44. The Staff of this regiment was formed in November 1938 as Flakgruppe Essen. The Stab operated the entire war from Essen, but in April 1945 in the Ruhrpockt.
Nice and a bit harder to find Staff-level related tag.
