The erkennungsmarke shows overall signs of wear. It belonged to a soldier who served within Legion Speer. This unit was formed in 1942 for non-German citizens. Members were drafted, but most of them volunteered.
You could served within Legion Speer when you were a citizens of occupied Europe. So its members came from Norway, Belgium, the Netherlands, France, Czechs, but also Russians (Hiwis). The Legion was a motor transportation corps, operating within the NSKK, in the service of the OT (Organisation Todt).
