The tag or 'Erkennungsmarke' shows overall normal signs of wear. It belonged to a soldier who was drafted in the 4.Kompanie Nachrichten Ausbildungs Abteilung 1. This unit was formed in September 1942 in Königsberg. It trained and supplied soldier's for different Narchrichten units.
The 'A' on both parts of the tag stands for the soldier's bloodtype.
