This abteilung was part of the Nachrichten Regiment z.b.V. 604. It was under direct command of the Oberbefehlshaber des Heeres. In 1942 it was part of the Heeresgruppe B in the South of Russia. In December 1943 the Staff of the Abteilung 691 was used to for the staff of the II.Abteilung Armee Nachrichten Regiment 524.
