The overall condition of the document is good. It has been folded in te middle. The KvKII was awarded on the 1st of September 1944 to Obergefreiter Heinrich Plöger who served with the Divisions Nachrichten Abteilung 269. The abteilung was part of the 269.Infanterie Division and started the war off in Belgium (Eben-Emael) and participated in the invasion of France. It was then moved, via Holland, to Denmark. In 1941 it moved to Leningrad where it spend nearly 1,5 years. After Leningrad it moved to Norway and then the Vogesen.  
The document is signed by Generalleutnant and commander of the 269.Infanterie-Division Kurt Badinski. Wearer of the Ritterkreuz des Eisernes Kreuz.
